So a few people should probly be reaching lvl 40 soon and along with that the opportunity to farm Sakura for the Bandanas/Masks.
I soloed Tengu with MA all through lvl 40 and most of lvl 41, yes I gained a lvl in there and killed him through half of lvl 41 in a Marathon 5 hour farming session, so here's what I remember.
The Loadout: I used Kung Fu backed with Karate and a touch of Aikido.
The strategy: Cause Tengu is 5 levels above you your special attacks are bound to do very little damage, and without access to Sky High + EFK Combo's yet he'll barely be down to half health by the time you run out of IS. I opened up by taking a shot at him with a Victory Rifle (15% Chance to Stagger) on speed tactics, this gave me near equal odds of stating him, and opening up with Dim Mak or Piston Kick (Or both if you get very lucky) is a good start. You can try taking another shot but don't take too long out of IL or he will nail you with Sever Artery and, being 5 levels below him, that will deal a large amount of damage. I generally took 1 shot then jumped into Interlock right away.
Once in IL I'd generally sit on grab tactics to try for Off Balance. Remember, to state him you need to use regular tactics at least 2 rounds in a row. Stating people in IL works like this.
Regular Tactics Hit --> Tactics of Next round determine state.
This means that if you use a special attack after a round of regular tactics you have no chance to state, it also means you can get them into a state which you never hit them for.
ie Grab Tactics Hit --> Power tactics Miss (Current tactics determine state, thus staggered without hitting them with power).
So generally I'd sit on grab, if there was ever a round in which I missed Tengu then I would use a special attack, generally it was overhand smash to reduce his acc and defense.
Once I got him Off Balance I'd use TFK --> Guard Breaker --> Sky High --> Sidekick Combo. I'd turn on MA prowess aswell to squeeze out as much damage as possible and, if all hit, you could generally remove half his hit points.
If I had IS to burn I'd pull a few simple Sky High --> Sidekick Combo attacks on him, or if he was close to death I'd start spamming specials to finish him.
Complications: Tengu has a tendency to use Iron Body, which increases his resistances a lot and practically halves the damage he takes. If he had this on I'd start using Machine Gun Fist to try remove it in between the usual grab tactics. If he did get off balance I'd just use the State Specials on him to conserve IS (Unless I had lots spare). Tengu also uses Tomo Nage, despite it being a lvl 46 ability. This attack has a 40% chance of downgrading your melee resistance by 100 points. As if a 113 DPS attack from someone 5 levels above you wasn't bad enough, if he gets the downgrade he could very well 1 shot kill you. Turn on Consistent Technique if he ever gets you off balance. If it's on it's reuse timer then turn on desperation and use Overhand smash then Misdirect Punch, both of those reduce his accuracy and will hopefully cause him to miss.
Go forth and farm many Sakura Bandanas, you won't regret it.

- All of the Kung Fu tree, including tertiaries, up to Triple Front Kick (TFK).
- Karate up to Ki Punch and Sidekick Combo.
- Aikido Prowess for the passive bonuses.
