By lvl 21 you should have some confidence on what you're doing and start to know your way around Megacity.
Quests: At lvl 25 you'll be ready to try take on the boss of Yuki, Tengu, by yourself. He's a lvl 30 Aikido master mixed in with some knife thrower. At this level MA or Guns are still the best way to go about it, Spy still lacks the accuracy and hard hitting attacks it gets at the later levels and hacker still needs high level IS regen clothes to keep up your attacks. Either way, there are a few core things you need to do. Max out your melee resistance and make sure you have hyper dodge loaded and Consistent Technique. Make sure you also have a good supply of pills and boosters. MA's and Gunmen should focus on dealing damage with state specials. The damage mitigation due to the level difference means you'll run out of IS well before you manage to kill him with regular attacks. Gunmen are probably at an advantage is this regard, you can keep your defenses high on grab tactics then use Pistol Slide on them, your melee defense will also be respectable. MA's have a choice between the high defense of Aikido and using Counter Throw or using Kung Fu with superior accuracy and damage, but you will be hit more often as you try to daze them on speed tactics. Any other attacks you use should really focus more on debuffs and self buffs. Iron Guard and Pistol Evasive are good for increasing your defense, Overhand smash achieves the same by reducing Tengu's accuracy and defense. Sky High Sidekick, when combined with Dim Mak strike, can deal a lot of damage.
Spy's will need to be very tactical with attacking Tengu, you will need disguise loaded. Open up with Drop kick or Spin Throw, then throw a few knives or use Foot Sweep, roll out, hit him with a knife to root or slow him, then run around a corner and put on a disguise to sit down and recover then go at him again. It'll probably take some practice and tweaking of your loadout to get this right.
Hackers probably have the hardest time, the only thing working in your favour is your high thrown defense. Tengu uses knives outside of interlock, if you can try to tempt him outside then jump up on one of the raised platforms and hack him from there, you should hopefully dodge a few of the knives he throws at you. This is a rare time when you will need thrown defense and resistance for PvE.
Tengu drops a Yuki Bandana/Ninja Mask. Melee and Ballistic Resistance +20pts, Ballistic Damage +3% and Viral Defense +3%, Minimum lvl 30. He only has a 1/30 chance of dropping it each kill so be patient.
At level 24 you can farm a Direwolf Skin. This coat is made for MA's. The boss who drops these is located in the South Vauxton Apartments exile hideout. The boss at the bottom (Lupine) is level 29 and uses Martial arts much like a normal Lupine NPC. With a level 50 buffing you (As most hideout runs can be done) he shouldn't be too much of a challenge. He drops a Direwolf Skin, +350 Max HP, +20% Health Regen and +3% Melee Damage.
At lvl 20 you can start visiting Ashencourte aswell, the NPC's follow a similar pattern as Yuki. Lowest level are lvl 20, they drop Ashencourte Vestments, Viral and Ballistic resistance +13, Melee Accuracy +2%. The next ones are lvl 25, they drop Ashencourte leggings. The leggings are different between Males and Females. Both give Melee Accuracy +2% and Viral Defense +2%, the Male leggings also give Ballistic Defense +1% where the females give Ballistic Resistance +20pts. The boss in the center, Gargoyle, is lvl 35 and uses Martial Arts. The tactics for killing him should be similar to fighting Tengu, MA's and Gunmen should focus on state specials, Kung Fu gets Piston Kicks which is very powerful, but harder to get someone staggered. Gunmen should hopefully have enough memory to spread out into SMG's or Rifles and use their state specials too.
At lvl 30 spies can use the Knife Thrower title buff, this buff is the second most accurate in the game (Including level 50 title buffs). It adds a base of 15 point to thrown accuracy, after modifiers it would be close to 25. You should also have access to the Suplex sneak attack. Use this then follow it up with Deadly Throw and Foot Sweep, it should deal an impressive amount of damage. Roll out soon after and hit him with Crippling Throw, then run back and put on a disguise, sit down to recover and wait for the reuse timer of Suplex. Rinse and repeat.
Hackers still have it hard, though by now you should have a reasonable amount of IS regen gear to choose from. Just interlock and spam attacks, a Tactics Booster will probably be needed. Use block tactics to regenerate IS when Upgrade Attacks is almost ready to use again so you have plenty of IS for the spam of attacks after it.
Gargoyle drops Ashencourte Shades. Ballistic, Viral and Thrown Resistance +23pts, Ballistic Defense Bonus 2%, Concentration Defense 2%, Initiative Bonus 3%, minimum level 35. Again only a 1/30 chance of dropping them so be patient.
At level 30 you should also try to farm some Stingers/Needlers. They are found in the Exile Hideout "Hampton Green Hotel" which, surprisingly enough, is found in Hampton Green. To get to hampton get on the orange line subway anywhere you can, best place is to take the yellow line from Historic to Morrel, then make the short walk from the yellow station to the orange station there. Take the orange line to Hampton and get off. When you exit the station turn left and you should see the Hampton Green SW hardline up against a building. Again it's probably a good idea to get a lvl 50 to help you down there. The boss at the bottom, MR. Jones, is a lvl 35 Gunslinger. Fight him just like you would Gargoyle, and with a lvl 50 buffing you he should be much easier. He drops Lancets, Needlers and Stingers. A Handgun, SMG and Shotgun respectively. All have a 5% chance to stun for 8 seconds on each hit. They're all very accurate aswell, the Lancet is often used by lvl 50's in PvP due to its high accuracy. Needlers and Stingers are useful for Hackers and Spies, stunning someone with one is a good opportunity to stack debuffs on them or hack them up or run back to disguise. Lancets should be used by gunners, MA's don't have too much to gain from using them. They're better off with other weapons (Farmed at later levels).
Level 30 is also where you can start the Corrupted Quest in Bathary Row. You may have noticed giant fly monsters spawning on you periodically when you are in Bathary Row. Chances are you also got killed by a giant bolt of lightning soon after. The quest is very hard to do at lower levels and the reward at lvl 30 isn't all that good. The collector is in Bathary Row and named "Fumigator". You need to trade in 40 Decaying Code with him. To get these you need to kill Corrupted, to get corrupted to spawn you need to get a Wasteland corruptor to spawn. To get one of the Wasteland Corrupters to spawn just constantly move between the 2 Hardlines in Bathary Row. Eventually one will spawn the moment you appear out of the Hardline. Run away quickly so you are out of range of it's attacks. Wait until the Corrupted spawn and attack you. They'll be 3 levels above you and are Rifle users. Kill them using whatever method you feel like and they might drop the Decaying Code. They also have a chance to drop corrupted code, which is just for RP purposes and doesn't really help you. The Patchers Hat gives Melee, Ballistic and Thrown Resistance +20pts, IS Cost reduction 8% and Increases your Heal and Buff Area Radius by 25%. Like the name implies, it's only useful for people using healing and buffing trees.
Other items worth your attention would be the Sparkling Fedora farmed in Lucero Point. Melee, Ballistic and Thrown Resistance +14pts, IS regen rate 15%, Minimum level 26. The Mothers Coat in Bathary Row is also an overlooked item. Melee Ballistic and Thrown Resistance +18pts, Health Regen Rate +15% and 15% chance to heal 225-300 points, Minimum level 27. At lvl 30 is the next best set of glasses for IS regen, Lucians Launcher, IS Regen Rate +15%, Viral Damage and Defense +3%. Although the bonuses are for hackers mainly it's worth it for any class cause the IS regen is higher than Headless Glasses and it doesn't have a Health Regen penalty. The Boosted Shotgun from Lamar in Downtown is also very nice. With a 10% chance with each hit to deal 95 damage over 10 seconds. That damage gets increased by stats and other variables that I haven't figured out yet, but the end product is a hell of a lot more than 95 damage.
Note: At lvl 30 you can start opening some of the Sleepwalker and/or Kunoichi boxes in Sati's Playground, the buffs on the lvl 30 items are rather poor and not worth the effort in my opinion.
Loadout Use: Spy is catching up quickly to the other loadouts now and hacker is finally coming into it's own. Mainly cause there are more options for IS regen. MA's should keep moving down Kung Fu for Piston Kicks and the Kung Fu Master title buff. Any spare memory should go towards Karate and Sky High Sidekick if you want more damage (Especially cause you can use Piston Kick and Ki Charged Punch one after the other if you get someone staggered), or Aikido if you have trouble staying alive in missions. Iron body increases your melee and ballistic resistance, and it moves onto Counter Throw which is a more powerful state special than Guard Breaker, it can also be used in combination with it again. Serene Calm increases all your defenses for 40 seconds and stacks with any Hyper defense you have, you also get Maki Otoshi which is an impressive damage dealer with a very good damage to IS cost ratio.
Gunmen can keep moving down Duelist, although Pistol Barrage has a higher DPS than Pistol Aerial it doesn't deal as much damage, I find it is only useful in PvP. Again spare memory can be spent on Rifles or SMG's. Both have ups and downs. Rifles have more power out of Interlock, Three Round Burst is also a very impressive damage dealing state special, with one of the best Damage to IS cost ratios in the game, useable in and out of interlock. The lvl 17 passive buff for rifles is also very useful, adding to accuracy and damage. SMG's have a high rate of fire so it's easier to state someone before you interlock them, Sliding Volley is another useful state special, requiring dazed which is easy to get with 2 SMG's shooting on speed tactics every 2.5 seconds. It also has one of the best IS to damage ratios in the game.
Spies can use Suplex at lvl 27. It's probably the best sneak attack in the game, but depending on your style you may prefer Punt for the pure damage. The big advantage of Suplex is it causes all 3 states at once. If you look at the knife attacks, some of them have a secondary effect if your opponent is stated. Like Deadly Throw dealing double damage when they are off balance. Suplex can kill most single chevron NPC's in one hit if you use power tactics, and 2 Chevron NPC's will probably drop when you follow up with deadly throw, for 3 Chevron NPC's just use Foot Sweep awell and you've probably killed them too. At lvl 30 you get access to the Knife Thrower title buff, as mentioned before this buff is extremely accurate.
Hackers by now should be able to hold their own a bit better, with access to more IS regen gear you shouldn't have to flee or sit down so often to recover. Keep moving down the Arbalest tree. Unfortunately neither of the side trees will yield much by splitting into them. The pacifies in Network Hacker are useful, they end early if the target is damaged, so you can use them to keep a target off you back for a second or use the area pacify on on a group while you pick off a weaker target first without being hampered by the others.
Clothes: By now you should be rather spoiled for choice when it comes to IS Regen clothes, between the Dragonskin Wrap, Luciens Launcher/Headless Glasses, Sparkling Fedora and Huangs Shirt you really should have more than enough. Ideally hackers should be using 3 of the above (Leave out Huangs Shirt) for an overall +45% to IS regen. MA's and Gunmen and Spies should be able to work with just 2. A Dragonskin and Sparkling Fedora would be ideal, though you could also use a Sparkling Fedora, Luciens Launcher and Wear a Mothers Coat instead. As usual, your other clothes should still focus on maxing out Melee, Viral and Ballistic Resistance.
Missions and Other Stuff: Around lvl 30 you might feel brave enough to venture out into Downtown, especially if you want to farm a boosted Shotgun or a Stinger/Needler/Lancet.
To get to Downtown take the yellow line Subway near Tabor N. Get off at Historic and walk out the subway and turn left, you'll see a road right in front of you. Follow the road going left and run along it, skirting around the park (Which is loaded with lvl 31 gang members). You'll see the Historic South Hardline ahead of you soon enough, at coordinates x: -840, Y: 1, Z: -699.
